Methods and tools for policy makers

Several people in our team work or have worked in the public sector. We are aware of the challenges in managing participatory processes. From transparency to setting up open decision-making processes, the step may be shorter than you can imagine.

Evaluating the results of public funds helps to strengthen awareness of how public policies work, as well as trust in government institutions. When local communities can “touch and feel” infrastructures or services that have been created, they are often positively surprised or point out specific problems to be solved together to further strengthen collaboration

    Every year, hundreds of new civic monitoring reports – reviewed by our editorial staff – are featured and mapped on our website, providing a detailed picture of the effectiveness of projects financed by European and national funds. Citizens collect accurate information through on-field visits and interviews with the relevant actors. Then they make judgments on the effectiveness from the point of view of the final beneficiaries and provide suggestions that can be used to improve the quality of public spending.

    Discussing the results of civic monitoring with citizens also means putting the European Code of Conduct on Partnership into practice by involving NGOs, local communities, and informal groups of citizens who are genuinely interested in the effectiveness of interventions and capable of making significant contributions in terms of timely proposals and suggestions on individuals projects.

    The data collected by Monithon are at the level of the individual project funded, just like an administrative monitoring system. This means that citizens’ data can be easily integrated into institutional information systems, offering additional complementary information on the perceived effectiveness of the projects, and highlighting the sustainability of funding over time (e.g. management, maintenance, impact). Civic Monitoring reports have a standard format to allow for comparisons and aggregated analysis. Before publication, our editorial staff checks that judgments and suggestions are based on evidence and verifies the impartiality of the monitoring subjects.

Use civic data to improve decisions

In this map, public decision-makers can browse and filter reports by territory, Operational Programme, or programming period. Administrations can also propose particular aspects to observe, specific to the theme or nature of the projects of interest.

Engage the citizens in policy programming

The judgments on past interventions are especially helpful for planning future actions and programming your administration’s policies. Encouraging civic monitoring also means allowing citizens to understand how public funds work and discuss new ideas on what and how to finance them in the future.
